Alternate Side Parking Rules in Effect Monday, July 20, with Changes

As we noted before, alternate side of the street parking rules go back into effect this Monday, July 20. However, there are changes to the rules. These changes went into effect in June, while ASP rules were suspended, and concern sweeping schedules for “residential side streets” (non-metered streets) which will now be swept only once a week. The Sanitation Department has provided a full explanation here. The changes will stay in effect through Labor Day, when their effect on cleanliness will be assessed and it will be decided whether to extend or modify them.

    People seem kind of indifferent to the alternate side rules. Is that just people refusing to accept the rules, or is it because our street is nominally ‘closed’? There are cars all the way down both sides of the street.

    There are no streets within Fort Stirling. In an effort to be helpful, I was trying to drill down on the vaguely expressed “our street” but I think I have lost interest.

    As I type, two traffic agents are writing tickets to the entire line of cars illegally parked on the east side of Hicks between Pierrepont and Clark.

    Yesterday they walked right by the same situation (and on Willow). Go figure.

    People are (mostly rationally) taking advantage of the fact that the suspension rules are opaque on most Heights streets, and the city has been randomly enforcing the rules. The “on one week, off next week” nature of the last month of the suspension has exacerbated the problem.

    I have confirmed my long-standing suspicion that even many of the traffic agents (or their bosses) don’t understand how the suspension rules work on Heights streets that aren’t true alternate-side parking.

    Just overheard the two agents in my prior post talking to a supervisor on the phone and debating whether or not a “Parking Permitted Tuesday 8am-6pm ONLY” zone allows parking or not on other days when ASP is suspended.

    I have also reached the conclusion that to some degree, they don’t care if the violation is valid or not. Work performance is evaluated based on the number of tickets issued and if some get challenged and thrown out, the traffic agent still got credit for writing them.
