Stop the Chop: Senator Squadron Urges End to All Tourist Helicopter Flights from Downtown Heliport

State Senator Daniel Squadron, along with Congressman Jerrold Nadler, submitted testimony at a July 11, 2016 hearing on whether to extend Downtown Manhattan Heliport’s (DMH) concessionaire agreement with Saker Aviation Service, which operates tourist helicopter flights from the heliport. At stake is whether the concessionaire agreement would be extended through April 2021, with additional short-term renewal options.

The noise and hazards from tourist helicopters have long provoked the ire of many residents in the City, and in this neighborhood in particular, and spawned the protest group Stop the Chop NYNJ. Tourist helicopter flights had been banned at other heliports across the City, which then shifted all tourist flights to DMH. In October 2011, a tourist helicopter crashed into the East River, prompting renewed calls for an end to all tourist flights, to no avail.

In a February 2016 agreement, the City reduced the maximum number of tourist helicopter flights, and ended Sunday flights and flights over land. Not good enough, according to Senator Squadron, who made no bones about his long-held position – that all non-essential tourist helicopter flights from DMH must be stopped. His testimony included the following statements:

As we said at the time of [the February] agreement, reductions are an important and positive step, but an outright ban on tourist flights from DMH is still warranted. Since the February agreement went into effect, we have continued to hear concerns from impacted community members.

Tourist flights are by definition non-essential, and have not been proven to have significant benefit for commerce or safety. However, we recognize the role of DMH for law enforcement, emergency response, and other purposes. Today, both the 30th and 34th Street heliports still operate as heliports without tourist helicopter operations. Without tourist flights, DMH could, and should continue to operate as well.

Ending tourist helicopter flights at DMH continues to have broad support. After the February deal was announced, a broad coalition of elected officials renewed their call for a ban. Even the City itself has previously supported ending tourist helicopter operations. In its Helicopter Master Plan of 1999, it was clear that the City opposed non-essential tourist helicopter operations at City-owned facilities.

In the same February agreement, the City required air quality monitoring, and research into additional noise and emission reductions from the helicopter flights. The first report on these studies is expected later this week.

    Helicopter noise has been shown to have a different noise profile (which demonstrated health impacts); and of course, given that NYC is noisy, we should mitigate it as we can. NYC entered into the agreement because the industry has always had champions in City Hall, regardless of what communities and their elected officials want. Lots more info at stopthechopnynj.com

    No– “nonessential” is a term of art per the FAA, as opposed to air travel that serves a transportation function.

    But do police and other emergency helicopters account for the majority of the noise we get here? Certainly they account for 100% of overhead traffic.

    What is hazardous is earthquakes in Oklahoma where people are trying to simply live their lives. It is clear from bpelle’s description one the brine (no matter how hard he/she tries to fight it) that the earthquakes are a result of the fracking process (whether that is the actual oil collection or the re-injection of the brine). Am I arguing with children, here!?!

    Well- it depends on where you are in the neighborhood, but tourist helicopters can run as frequently as take off/land every minute or two. And the tourist helicopters can be heard up to 1/2 mile inland in Brooklyn Heights.

    Again, you are missing the point. Any activity (including windmills) will have an effect on the environment around it. The question is whether those effects can be eliminated or mitigated to acceptable levels.

    In the case of oil extraction in OK, once they figured out the cause of the quakes they changed the way they operated and the quakes went away. It wasn’t an evil plot or indifference, they simply needed enough data to identify the cause and come up with solutions.

    There does seem to be some cross-over with the helicopters. If the tourist companies can meet safety requirements and mitigate or eliminated the noise pollution, then why shouldn’t they be allowed to operate?

    Perhaps you need to ask yourself why you felt the need to throw ad hominem attacks instead of presenting a cogent argument – as is expected on an adult comment board.

    The tourist helicopters need to be banned once and for all. they are noisy and not necessary. There are plenty of other things to do instead of a helicopter ride.
    I sit in Bush Terminal Park during lunchtime, I see the tourist helicopters take off, fly around Miss Liberty then up the Hudson, fortunetely I can’t hear them from the distance I’m at…
    But at Govenors Island, which I do not go on a Saturday because of the flights is completely ruined. BBP and Hudson River park are completely ruined from the constant noise as well.
    This is the City, we know this, there is noise, but wouldn’t it be smart to get rid of the noise that we don’t really need? We don’t need tourist helicopters. We the residents and taxpayers quality of life should come first, we matter…..not the tourism industry.

    I knew it. Ugh, I knew it was him. It does make you wonder why he would be badgering us when he doesn’t even live here anymore. You would think as an x New Yorker he would have a little consideration and understanding for us.
    Were not complaining because we have nothing better to do. A helicopter flying up and down the Hudson for 6 days a week from 9-7 is noisy, offensive, intrusive and just plain annoying. If he cannot understand that, then there is something wrong with him. Going to Govenors Island when the choppers are in full effect take the tranquality of walking, sitting or laying in a beautiful park out in the middle of one of the greatest harbors of the world, the constant droan of a chopper just kills the whole mood.
