None is stated in the NotifyNYC announcement. Some years ago I was paging through the Federal Register and saw a Coast Guard notice that the East River from the southern tip of Roosevelt Island to Newtown Creek was being closed for one hour on a particular night for someone’s Bat Mitzvah fireworks.

I showed the notice to a colleague who was president of his synagogue. He copied it to put on the temple bulletin board with a note to the effect that this sort of wretched excess should be avoided.
